Consequence for the CI-red rule (one confirming re-run of a failure that is not the PR's): the seat has the means; the standing text in this lane's records that said 「re-run is 403 to this seat」 (PR #17990 comments 5652701385 / 5652983581, the 11:28Z chat answer) was true of ONE channel only. The maintainer's question 「17990 你自己不能解决吗」 (12:2xZ) is what surfaced it.
