Fix release workflow annotations

[nxrobins]

Summary

• update release and MCP boot workflows to current Node 24-compatible action versions
• remove tracked gitlink entries for local worktree/test directories that made actions/checkout emit post-job git submodule warnings
• ignore those local-only directories going forward
• disable pip cache in the boot gate to avoid hosted-runner cache deserialization annotations during setup-python

• scanned final run logs for GitHub error/warning commands, Node.js 20 deprecation text, deployment rejection text, cache deserialization warnings, and git exit 128 cleanup warnings
