ci: update checkout, cache, and codecov action versions

Updates the CI workflow to use current action versions.

Changes:

• actions/checkout v2 -> v7
• actions/cache v2 -> v6
• codecov/codecov-action v2 -> v7

Validation:

• YAML parses with python-yaml
• action.yml for cache v6.1.0 still provides the path, key, and restore-keys inputs used here
• action.yml for codecov v7.1.1 keeps env_vars, flags, name, token, fail_ci_if_error; the removed file input was not used in this workflow
