[8.0] Align Windows CI setup with 10.0 - #3952

Stop overlaying PostGIS DLLs onto PostgreSQL on Windows and run only the PostgreSQL 16 Windows leg. Preserve Linux coverage and require PostGIS there. 108f6454f7a1bf4b3a2c147daed8ec8d0dcaaa6d: Windows PostgreSQL 16/Release passed. Functional tests: 25,286 passed, 530 skipped; unit tests: 345 passed, 7 skipped; NodaTime tests: 284 passed. Zero failures. All five Linux legs and dependency submission passed; publish/release jobs were skipped as expected for a PR.Local validation: functional-test project builds cleanly; eight focused extension/PostGIS tests pass; 18 PostGIS condition cases pass; existing spatial tests all use conditional attributes. An isolated server without PostGIS confirmed seven optional tests skip and four required spatial/database-creator tests fail as expected. Workflow YAML, Bash syntax, and matrix preservation checked.
