Backport only the relevant Windows CI changes from #3649, #3650, and #3931, preserving the 9.0 Linux matrix, SDK/action versions, and other setup.

  • Remove Windows PostGIS installation, which overlays the EnterpriseDB DLLs and breaks pgcrypto loading in [9.0] Truncate sub-microsecond ticks when formatting TimeSpan as interval #3949.
  • Keep one windows-2022 / PostgreSQL 17 / Release job; retain all six existing Linux jobs. This also avoids the unavailable PostgreSQL 13 EDB download.
  • Remove unused Windows SSL certificates/options and print logfile before exiting if PostgreSQL startup fails.
  • Carry over NPGSQL_TEST_POSTGIS and the corresponding RequiresPostgisAttribute behavior so Linux PostGIS tests cannot silently skip when PostGIS is missing.

10.0 Windows PostgreSQL 17 jobs passed for #3947 and #3945. Local validation: functional test project built; targeted scaffolding/spatial tests passed (355 passed, 1 pre-existing skip); workflow matrix and shell syntax checks passed.

Verified CI for head fdb3c1a8: Windows PostgreSQL 17 Release passed (functional: 27,100 passed, 169 skipped; unit: 460 passed, 6 skipped; zero failures). All six Linux legs and dependency submission also passed. No unresolved CI failures; publication jobs were skipped as expected for a PR.

Stop overlaying PostGIS DLLs on the Windows PostgreSQL distribution, retain one Windows PostgreSQL 17 Release leg, and remove unused SSL setup. Require PostGIS tests on Linux and print the PostgreSQL startup log on failure.
