Follow-up to #1145. After the 1.18.0 release it was reported in slack the Windows tarball from the
upload-releasedid not include the.dllfiles.Fortunately, the
windows-upload-releasetask was not-yet removed. The 1.18.0 release was updated with the signed tarball fromwindows-upload-release. This PR fixes the name referencelibmongocrypt.dll=>mongocrypt.dllso thewindows-upload-releasetask can be later removed to consistently use theupload-releasetask.
