Align the README roster with the Registry Working Group charter: - Remove Adam Jones (@domdomegg) and Toby Padilla (@toby), who are no longer registry maintainers (now registry emeritus). - Add Bob Dickinson (@BobDickinson) as a maintainer. - Add a Collaborators section with Preeti (Pree) Dewani (@pree-dew), who has push access but is not a maintainer. - Annotate Tadas and Rado as Leads.
