Only the last patch release of PHP 7.x is still available for download.
Use ltsc2022 base images (they must match the windows-2022 runner kernel); Nano Server no longer ships PowerShell, so use the PowerShell team image.

Get-ComputerInfo is not available on Nano Server; setup.ps1 and the Docker test step must fail when Pester can't be installed or loaded, instead of silently passing.
Edit-FolderInPath compared an empty string against $null, so it tried to set an empty PATH, which Set-EnvVar rejected. This made Uninstall-Php and Remove-PhpSwitcher fail when the user or system PATH variable does not exist (eg in Nano Server containers).
