scikit-build-core is a specialty build backend which uses CMake, and therefore isn't easily exchangable with other backends. pybind11 3.0 requires this, and its dependencies have been minimized, and its Fedora test dependencies blocked. fedora-eln/eln#345 https://src.fedoraproject.org/rpms/python-scikit-build-core/pull-request/84
