Added proper Description-s to the locales: Microsoft.AppInstaller version 1.29.280.0

📖 Description

It dawned on me slightly late that since the en-US defaultLocale had a Description, then most of the new locales' ShortDescription-s were not shown when running winget show Microsoft.AppInstaller --locale ___.

This PR adds full Description-s to the remaining locales to fix that.
