change(url): SimplrJS webpage domain url on the TSDoc site#319

The domain in this file, was used as a reference to the website of the SimplrJS team. Has probably been bought by someone other then a SimplrJS member. Which currently contains a sketchy website that looks like it came straight from a North-Korean phone. That's why I changed it to the URL pointing to their GitHub Organization. On the org webpage there is an e-mail address pointing to "quatrodev.com" -- that why said domain is placed behind it in parentheses.

@5m1Ly Thanks for fixing this link. Could you clarify the relationship? The change frames SimplrJS as "(QuatroDev)", but I can't find anything public that explains the connection beyond a shared @quatrodev.com contact email on the SimplrJS GitHub org. Was SimplrJS acquired by QuatroDev? The quatrodev.com website is an empty landing page with two boxes (Reactway, which links to a reactway.com domain that doesn't resolve for me, and RelyOps, which has no link).
