Description
Correct two spelling errors in the README contribution guidance and clarify the sentence explaining how to find TODO and FIXME markers.
Motivation and Context
The contribution section currently contains the misspellings "submiting" and "impefect". Correcting them improves the readability of the onboarding guidance for prospective contributors.
No related issue.
