This does a simple link fix in the doc.
The current link points to https://github.com/microsoft/botframework-sdk/blob/main/aka.ms/agents which shows a
404 Not found. This PR fixes the link by addinghttps://, without which github defaults/falls back to usinghttps://github.com/microsoft/botframework-sdk/blob/main/there by leading to a broken link.
