Align aarch64 with x86_64 by disabling AF_RXRPC. AFS_FS (the only in-tree consumer of RXRPC) is already disabled in all three kernel configs, so AF_RXRPC has no user. Drop the now-unreachable child symbols (AF_RXRPC_IPV6, AF_RXRPC_INJECT_LOSS, AF_RXRPC_INJECT_RX_DELAY, AF_RXRPC_DEBUG, RXKAD, RXPERF) so 'make oldconfig' converges and the build's config-drift check passes. Affects: SPECS/kernel, SPECS/kernel-64k, SPECS-EXTENDED/kernel-ipe.
