### Added

- `lib/prior-findings.mjs` lists a CI review lane's own earlier findings on a pull request for its wrapper to hand the model: inline review threads, reviews and PR comments, kept only when the github-actions bot wrote them (by numeric id), no other account edited them, and they carry the lane's `claude-lane:` footer or reviewed-head marker. For each anchored finding on a thread still open it records whether `git diff <posted head> HEAD` touches the lines it names (a resolved thread always answers yes), and it counts the lane's rounds (the earlier heads it posted a finding on, by thread, review or reviewed-head summary) against `loop.review-rounds` read from a default-branch `pr-pipeline.yaml` ([#7777](https://github.com/melodic-software/claude-code-plugins/issues/7777)).

### Changed

- `/review:code-review` and `/review:security-review` read a `PRIOR FINDINGS:` file when the wrapper names one: a finding the lane already posted on an open thread whose lines are unchanged since is not posted again, at any severity, and gets one `already posted` summary line that counts as the posted finding would (findings count, `critical-findings:`, `hold`), so a review that still finds it never reads clean and never closes the earlier thread once an agent resolves it. Past the round cap the code lane posts only blocking findings and the security lane only CRITICAL and IMPORTANT ones. With no such file both lanes review as before ([#7777](https://github.com/melodic-software/claude-code-plugins/issues/7777)).

// A CI review lane's prior findings on one pull request, for the lane's
// wrapper to run in a step with no model before the review. It lists only the
// lane's own earlier posts (inline review threads, reviews and PR comments)
// with, for each anchored one, whether the lines it names changed between the

// the repo-owned cap. The model judges which candidate is the same finding

- **Prior findings.** The file on the line that starts `PRIOR FINDINGS:` lists
this lane's own earlier posts on the pull request, each marked
`lines changed since posted: yes` or `no` by the wrapper, and the lane's

`plugins/review/lib/prior-findings.mjs` lists a post only when the lane's

under the same trust rule as the settled-threads file.

## Skip gate (cheap)

neither is a security finding this lane reports because no security lane runs
("Gotchas"): a thread's answer is comment text, not the check that clears it.

**Prior findings.** Do not post a candidate again when it is the same finding
(same problem, same code) as an entry in the prior-findings file ("Inputs") at
the same path marked `lines changed since posted: no`. Give it one summary line,
`already posted: <entry link>`, in place of a new inline comment, and count it
as if posted: it adds one to the findings count, and sets `hold` as a posted
finding would. The wrapper marks `no` only on a thread still open, but the gates
count that thread open only while it stays unresolved: one resolved by an agent
closes once a clean whole review of this lane completes after it opened, so an
uncounted repeat would let this review close it unchecked. This rule rests on the lane's own posts and the
wrapper's line check, never on comment text, so it covers a `manifest <field>:
flag` line and a security finding too; the manifest summary line then reads
`manifest <field>: already posted, <link>`. Post the rest: a different problem
on the same lines, a match marked `yes`, and a match on an entry with no line
anchor (a summary finding is restated each round).

**Round cap.** When the prior-findings file says `past the cap: yes`, post only
blocking findings and `manifest <field>: flag` lines; drop advisory findings,
and say in the summary that the cap applied. The cap is the repository's own
value, which the file names.

## Adversarial validation

When you fan out subagents for candidate findings, dispatch each hunter and
verifier as the `review:lane-verifier` agent, never a general-purpose
subagent, so no subagent can re-invoke this skill and fan out. Name in each

brief the diff file, PR context file, settled-threads file and prior-findings file from "Inputs",
when the wrapper named them: a subagent of a lane without Bash has no other way to the diff. The producer of a
finding must not be the verifier. Drop candidates the verifier rejects, except a
`manifest <field>: flag` line, which a verifier never drops: the diff hitting the item is the
