refactor(code-metrics): audit router wave 4 of 5 (duplication) #12622

Closed as not planned

Description

@kyle-sexton

Refs #12491

Blocked by #12621.

Outcome

Wave 4 of 5 in the #12491 sized wave plan. It moves audit-duplication into the code-metrics:audit router: the body becomes actions/duplication.md and the scripts go under scripts/. It removes the leaf directory and repoints every audit-duplication skill reference in this wave, with no alias. The report skill value audit-duplication stays, because scripts/report.py:480 reads persisted reports by it.

  • Measured: 212,097 bytes of git diff --no-renames at b92833d99a, after waves 1 to 3.

Done when

  • Before the move, the skill's evals/evals.json cases are converted with convert-evals-json.py (plugins/evals/skills/plugin-eval/SKILL.md:436), and before.json is captured on the pre-move tree.
  • /evals:plugin-eval --baseline before.json --margin 5 passes at non-inferiority.
  • git diff --no-renames origin/main of the PR is under 262144 bytes.
  • ls -d plugins/code-metrics/skills/audit-* | wc -l is 1.
  • scripts/validate-plugins.sh passes, and a merge probe is posted per D82/Q186.

    Proposed work class: work-class: structural
Basis: automated intake triage; the lanes App applied this class.

    Size: Medium
    Complexity: Medium
    Uncertainty: Known
    Flags: none
    Blocked by: #12621

Understood: wave 4 of 5 of the #12491 plan. It moves audit-duplication into the code-metrics:audit router (body to actions/duplication.md, scripts under scripts/), removes the leaf directory, and keeps the persisted report skill value. The outcome and done-when items are exact. It depends on wave 3 (#12621), which is still open. The eval baseline and merge-probe items need a full run, but they don't hold triage. No duplicates found.

Automated triage, applied by the lanes App.

Not admitted to the issue lane yet: blocker #12621 is not closed by a listed human or a merge; blocker #12491 is not closed by a listed human or a merge.

Closed not planned: the owner re-scoped #12491 to option 3 (keep the leaves, distinct trimmed descriptions) and dropped the router merge and its waves: #12491 (comment). The remaining work is #12491 itself.
