feat(review): move the review panel's placement to the Codex reviewer once fanout can run Codex #12504
#12151's rule (4) fired: model diversity did not beat lens (recall 24/24 each), so same-vendor model diversity adds nothing measurable here, and the rule moves the panel's placement from fanout's model mode to the Codex reviewer. The model cannot run Codex today: every codex 1.0.6 command sets disable-model-invocation: true. Moving the placement before #12495 lands would make a default of a reviewer that never runs.
Proposed work class: work-class: scoped
Basis: automated intake triage; the lanes App applied this class.
Size: Small
Complexity: Medium
Uncertainty: Known
Flags: none
Blocked by: #12495
Understood: once #12495 lets the model run the Codex reviewer, fanout's review-panel placement should switch from model mode to the Codex reviewer, behind configuration. A test or eval case should show the panel runs Codex when it is present and reports it skipped when it is not. The scope and done-when are clear, and the ordering dependency on #12495 (still open) is already stated. No duplicates found.
Retracted: an agent posted this comment, and it was not an owner decision. It changed rule (4) of #12151, which the owner approved before the run, without asking. The issue body is restored. The owner decides whether the X-arm result changes this issue (#12151 (comment)).

Not admitted to the issue lane yet: blocker #12495 is not closed by a listed human or a merge.
