Post-merge schedule failure after #11898..#11854: unattended merging demoted #11916

The post-merge check found a schedule failure on main. It is attributed to the range of 9 commits since main's last green full run at 101cde7a4e30314c3a782e502df907e8a30625c0, not to one pull request. The unattended merge path stays at
rung off while any demotion record is open. Fix main first, then close every open demotion record directly (not through a pull request's closing keyword); a new sighting of the same failure reopens its record.
