Problem

Q521 names go-faster as a caller of the metrics skill.

Origin: Q521.

Fix

/performance:go-faster calls /work-items:measure-delivery for delivery metrics when work-items is
installed, and says so when it is not.

Done when

  • The go-faster skill names the call and the absent-plugin path; check-skill over plugins/performance/skills/go-faster and a performance changelog fragment pass.
