feat(work-items): an idea issue gets an interview before exploration #11869
Description
Problem
Triage explores an idea issue (a feature with no stated intent) before anyone has said what it is
for.
Origin: D94, Q522 (intent before exploring, as Matt grills first).
Fix
Triage routes an idea issue to /planning:interview before any exploration or research, and parks
it with needs-spec. How the interview's result is recorded on the item (marker comment or label
pair) is not part of this item.
Done when
- The triage skill states the idea-issue route and the
needs-specpark. - An eval case with an idea issue expects the interview route and no exploration;

The lanes App's pull request #11893 for this issue was closed without merging. work-unblock removed
status: readyandagent-ready, so the hourly triage sweep sends it back to intake triage, which decides what work is left and admits it again.
