   Understood: this is part 7 of 7 of #6006, split at intake. Its single done-when item is to retire the per-PR plugin version-bump path, so PRs stop needing repeated base merges at the current merge rate. The body doesn't say what replaces the bump path. It may depend on the sibling parts (#10857 to #10862), so check #6006 for the order before starting. I found no duplicate: the sibling parts cover other items of the same parent.

   Done on main, closed on evidence by the Issue Triage session. pr-bump-plugin-version.yml and scripts/dependabot-plugin-bump.sh are gone from main and nothing under .github or scripts names them. ADR 0048 Rollout phase 5 records the retirement.
