    Closing as completed: phase 2 of ADR 0048 is done and later phases build on it. The dedicated release App exists and runs release-publish-plugins.yml (vars.PLUGIN_RELEASE_APP_CLIENT_ID with its private key secret) on schedule and by workflow_dispatch; chore(release) PRs merge through ci-status (latest #11303); ADR 0048 records every plugin in fragment mode.
