Bumps the validated mcpp toolchain 0.0.100 → 0.0.101 across the index.
Why: 0.0.101 ships mcpp#253 — per-feature
[[features.<name>.flags]]and per-OS features (mcpp.<os>.features). These unblock two full-function tracks:features.{}.flags glob matched no source filewarnings (dnn-only flag-globs move intofeatures.dnn.flags),dnn(per-OS NEON dnn feature vs the x86 linux/windows one).Validation: mcpp 0.0.101 parses all shipped descriptors clean (compat.opencv/ffmpeg/opencv-unifont, 3 OSes each). This PR's validate.yml run rebuilds compat.opencv base+unifont+dnn on the 0.0.101 toolchain to confirm no build regression.
