A/B integration guard — ARSAS IED Browser

Stack: PR #560 (Thread B M2.14; green exact-SHA 7a764c3a) → PR #563 (Thread A M2.13 SSOT/CF/vector; green exact-SHA dde4c74a) → this narrow integration PR.

Reconciled behavior

• The M2.14 schema-backed three-phase composer and M2.13 extra neutral/residual vector presentation share one magnitude-angle compatibility policy: exact FC, association, source, staleness, and IED timestamp (or bounded adjacent observation time when no IED timestamp exists).
• Actual but incompatible angle evidence remains individually visible as angle … (independent, not paired), never a fictitious ∠ phasor.
• Non-finite/invalid numeric text does not become a real magnitude/angle.
• Preserve four-component model-verified PhV (phsA/phsB/phsC/neut) without truncating neutral; no hidden phase substitution.
• Five focused tests: incompatible timestamps, Report+MMS Read, coherent true zero, angle-only/nonfinite, four-component neutral and stale/association invalidation.

Boundaries/ownership

• Thread A owns: canonical live ledger, per-association fences, CF/DC instance evidence, SI unit authority, runtime/static report protections.
• Thread B owns: IED Browser presentation/inspector and engineering read-only view, GOOSE/RCB/SGCB UI, WPF performance.
• This PR changes only 2 pure presentation models + one new test file. No ARIEC61850 pin change, MMS reads, subscription, RCB/SG writes/GI, static reporting, installer workflow or public stable.
• Keep PR M2.6B: hierarchical LN/DO/DA/BDA Browser and raw report q/t wire authority #560 and M2.13J: IEC CF/DC evidence, verified engineering units & SSOT reliability #563 Draft and unmodified. Do not merge to main until integration regression and physical BCUGE/ZIV acceptance.

Gate

Require exact-SHA Windows Build ARSAS + full ARSAS tests + pinned engine tests + native bridge CTest + portable EXE smoke. Verify current A parent SHA before integration.

GitHub comparison 94a0144303393a68436964a62a6678b2a51ac881..d4598619b1b8fc21487cf5beb83a8a8284d0e9cf: ahead_by=1409, behind_by=0, proving exact commit ancestry. Marking the historical PR closed as absorbed into RC #727, not directly merged via this PR. Separate IEC 61850 physical FAT, engine qualification and blocked mainline integration #729 are unaffected.
