Why

Follows M2.2A #553, which passed Windows CI 19/19 ARIEC + 1815/1815 ARSAS + packaged/native/EXE. M1.5 #547 and M2.1 #552 remain draft; no public release changes.

Implementation

• Immutable model-scoped IedBrowserSchemaIndex: O(N schema + DataSet members) creation, O(reference depth) ancestor lookup, IEC case-sensitive reference and normalized FC identity.
• Replace dynamic per-Report FC resolution with one index per report session and model object; no repeated DataSet-member scanning or per-report model DO scan. Conflicting FC on overlapping DataSet memberships fails closed.
• Resolve quality companion only with the actual model-declared DO.q and FC; no nearest-string-prefix guessing.
• Browser DO scalar lookups may alias to one unique schema-declared scalar DA only. Remove global suffix heuristics entirely; never reverse-map DO->DA/q/t without exact observation.
• Explicit bounded MMS Read plans now use indexed membership rather than per-attribute × DataSet-member scan. Preserve controls exclusion and exact FC.
• Seven deterministic tests cover IEC/MMS canonical refs, same-prefix sibling isolation, FC collisions, ambiguous process leaves, quality provenance, Read DataSet, and 8192-member lookup.

Protected invariants

No edits to ARIEC pin, RCB/GI planner, static DataSet acquisition semantics, SOE, SCL export, native COMTRADE bridge, public release, or main.

Gates and next phases

Windows CI at exact head is required before claiming acceptance; real ZIV AVR and BCUGE field acceptance remains pending. Next: engine-owned raw typed UTC time and report evidence, cross-tab canonical projections, then M2.3–M2.5 UX and Files. Keep draft.

Still draft: Real IEC IED field tests ZIV AVR/BCUGE; engine typed UTC/report evidence integration; M2.3-M2.5 UI/QuickStart/Files. No stable public merge/release, ARIEC pin unchanged, static report-only preserved.

Current engineering source lives in RC #727; eventual mainline #729, independent IED testing, engine trial and R7/R10 validation remain gated.
