CI-only trigger for P0-C engine feature PR #184 exact
9c7cb40364023a7b217e5ec31ab3105ba90142eb. The engine repository's Windows .NET CI pull_request trigger does not include the feature's correct stacked basefix/control-latency-20261020; it does include this historical ancestor. This CI-only draft PR tests the same immutable head without changing base, engine lock, or promotion authority of #184. Its diff includes ancestors #181/#183 and must NOT be merged or interpreted as a feature diff. Required: all Windows source/provenance, build, full engine regression and synthetic delayed-error negative tests pass on this precise SHA. No field speed or safety acceptance claimed.
