CI-only validation PR on top of pinned P0–P6.1 integration ancestry. This targets main solely to trigger the existing .NET CI workflow (which is restricted to PRs targeting main). Do not merge. Actual functional change review remains stacked engine PR #153 targeting ci/144-smart-interop-integration; physical J/F validation and production promotion are separately gated. Head 352c81e6a798635c6addcee0683235ca87ad416d. Synthetic tests only; customer SCD not committed.

CI-only PR cleanup audit (2026-10-22). This PR explicitly says DO NOT MERGE and is not an independent feature. Its test-lane purpose is complete: the exact source HEAD 352c81e6a798635c6addcee0683235ca87ad416d passed Windows .NET CI: https://github.com/masarray/ARIEC61850/actions/runs/37759856930 . Functional source of truth: #153. Synthetic checks only; physical J/F SCD qualification remains a separate requirement.

Closing this CI-only PR without merging. This does not change main, delete branches, close the functional feature PR, approve ARSAS engine pin updates, or constitute physical/FAT qualification. Evidence remains linked here for the consolidated merge audit.
