feat(pr-body): fail a PR from a generic claude/project-thread-* branch - #53

A new `branch` job in the reusable pr-body workflow fails when the head branch matches the `deny-branches` ERE (default ^claude/project-thread-), so a session's generic branch name never reaches review. The devkit gets it now through pr.yml; consumers on their next bump. Tested: actionlint; the check's shell against claude/project-thread-16bz5x (denied), fix/bump-consumers-missing-token and claude/skills-lock (allowed); docs-lint Cost: n/a (no measured figure in this cloud session) Co-Authored-By: Claude <noreply@anthropic.com>
