P1 Badge Restore copyleft license blocking in dependency review

The dependency-review workflow now passes allow-licenses containing GPL/AGPL/LGPL values and no longer supplies the previous deny-licenses list, so PRs that add copyleft-licensed dependencies will no longer fail the check. That removes the prior compliance guardrail (this file previously explicitly denied those licenses), meaning a GPL dependency would be accepted without review. Reintroducing the deny list or removing these licenses from the allow list is needed to keep the policy intact.
