feat(workflow-builder): add AI workflow generation

Summary

• introduce workflow-core and workflow-cli packages for deterministic workflow editing and validation
• add the Workflow Builder chat, version apply flow, refreshed commercial UI, and isolated ChatBox instance actions
• build workflow packages in local development and Docker image pipelines
• update the Pro submodule for the commercial runner and version lifecycle

Verification

• workflow-core: 23 test files, 147 tests passed
• workflow-cli: 8 test files, 40 tests passed
• FastGPT targeted UI/workflow tests: 4 test files, 59 tests passed
• Pro Workflow Builder: 13 test files, 85 tests passed
