- Replace tsup with tsdown 0.21.8 (using deps.alwaysBundle, shims) - Replace ESLint + Prettier with Biome 2.4.12 - Update all dependencies to latest (vitest 4.1, typescript 6.0, nock 14, dynalite 4.0, etc.) - Pin all dependency versions (no ^ ranges) - Update GitHub Actions: checkout v6, labd/gh-actions-typescript, Node 22/24 matrix - Add trusted publishing (NPM_CONFIG_PROVENANCE) and release environment - Proper CJS/ESM conditional exports with types
