Description
This PR improves the License Distribution UI as discussed in
l3montree-dev/devguard#1371.
The current license bar takes up too much space and feels visually heavy.
This PR begins restructuring it to make it:

This is a Draft PR (WIP).
More commits will be added as the UI refinement continues.
