Why
Create the verifiable CPU-only foundation required before A0 Contract Core production work.
Impact
Separates Core Runtime contracts from the Editor executable and removes the legacy runtime-contract flag. No RHI, RenderGraph, shader, asset format, or ThirdParty behavior is changed.
