refactor(event-tap): replace delegate with output channel

Summary

Refactors EventTap to emit captured input and lifecycle updates through a single Output channel instead of the old delegate protocol.

This moves CaptureController to a single switch-based event handler, consolidates tap installation state into reusable Kind and InstalledTap types, and keeps tap failure reporting generic while preserving the existing localized error text. The pointer visualizer API was also renamed from noteMouseEvent to display to match the new event routing terminology.
