Run all static *-config.cfg files in BR2_EXTERNAL through confd migrate. Introduce a STATIC flag for static configs. There's things static configs shall not include, such as key material, which might end up shared across an install base. Signed-off-by: Richard Alpe <richard@bit42.se>

Migrated using make migrate-configs. The netconf.enabled=false leaf it inserted was removed, the configs had already been converted by hand and NETCONF should remain enabled. Signed-off-by: Richard Alpe <richard@bit42.se>

Description
Add
make migrate-configsto bring static configurations, e.g., theper-product
factory-config.cfgin Infix and in spins, up to date withthe current confd version.
Also add a new unit test that ensures all factory configurations are up to date
and bump all factory configs to make it pass.
