With lots of PRs we see CI and test systems overload leading to long wait times. Here's one reason, innocuous conflicts that cause force-pushes:
When we know tests have passed already on the PR there's no need to run them again until the PR has been merged. So we can help out with the load by tagging the PR ci:skip -- this stops any ongoing jobs and prevents them from starting when you force-push the ChangeLog conflict fix.
