Agree this shouldn't be an exception for msteams. I believe the confusion comes from the single slash for teams - understanding this single slash helps: URL Schemes don't need to have any slashes. See https://en.wikipedia.org/wiki/Uniform_Resource_Identifier#Syntax For MS Teams, the single slash isn't part of the scheme... it's the start of the path component. msteams is probably not the only app with this behavior therefore not sure it's the best place to declare the exception.
