Pin BusyBox ping notices

What changed

• pin BusyBox 1.36.1 networking/ping.c as checksum-bound inline license and attribution evidence for the enabled ping and ping6 applets
• bind the evidence to the fixed BusyBox configuration, the applicable aports ping patch, and all four main/template RootFS /bin/ping and /bin/ping6 entries
• update review manifests, payload-tree counts and hashes, generated compliance evidence, bilingual documentation, validators, and tests

Why

The pinned RootFS ships both BusyBox applets, but their Berkeley notice had not yet been independently indexed and reviewed. This closes only the engineering item for ping/ping6; BusyBox coverage remains partial and legal/redistribution gates remain closed.
