Summary

• pin the BusyBox 1.36.1 sysklogd/logger.c inline Berkeley BSD license and attribution notice
• bind CONFIG_LOGGER=y, lib-$(CONFIG_LOGGER) += syslogd_and_logger.o, and the pinned RootFS /usr/bin/logger entry to /bin/busybox
• advance the checksum-bound RootFS review from 24 to 25 candidates and from 84 to 85 reviewed external payloads
• keep the aggregate BusyBox third-party notice item and all legal/redistribution gates open

Validation

• materialized and verified the 25-file external license-review bundle
• materialized and verified the 85-file external license/NOTICE candidate bundle
• verified RootFS compliance generation is reproducible and SHA256SUMS passes
• documentation check passes for all 18 Chinese/English pairs
• 92 focused Ruby tests / 423 assertions pass
• ./Scripts/test.sh: 139 tests, 1 environment-only skip, 0 failures
• explicit pinned release RootFS integration test passes
• two local Codex reviews completed without findings
