Add Chinese translations alongside all English content in README.md to make the project more accessible to Chinese-speaking users.

• Each section has both English and Chinese headings (e.g. # Installation / 安装)
  • 每个章节标题均为英中双语（如 # Installation / 安装）
• All descriptive paragraphs are translated
  • 所有描述性段落均已翻译
• Feature lists and technical details preserved in both languages
  • 功能列表和技术细节双语保留
• Links, badges, and images unchanged
  • 链接、徽章和图片保持不变

Closing this PR — the project uses Weblate for translations, and README translation is not a standard practice here. The Intel XPU support work continues in PR #9423.
