chore: record the dashboard lab's rulings and two issues

This PR changes records only; no code changes.

The dashboard lab (lab-261009093853-9fed999) scored today's control panel and a plain-files prototype against the three planned panel intents. The maintainer then settled its open findings in an interview.

Intent edits

• itd-2609100519003748 (control panel):
  • cond-2609201007367077 now admits an Overview tab. It is a read-only summary of live state that the panel opens on, beside the seven named tabs.
  • cond-2609201007368809 now records Preact and htm, vendored under internal/ui/static/vendor/ and pinned by source hash. There is still no build step, and nothing is fetched.
• itd-2609201315575657 (window and native feel): cond-2609201321052790 now says the renderer trigger fires in the panel intent. This intent takes the vendored renderer as given.

Both intents still pass abcd intent ready.

Decision

One dated line in .abcd/work/DECISIONS.md covers five rulings:

• Overview is added.
• Preact and htm are vendored. This line is the maintainer's sign-off for the new dependency.
• The panel intent lands before the window intent's module split, as the window intent already states.
• The out-of-date control inventory is refreshed under PANEL-AC1 when the redesign is built.
• The browser-gated save is captured as an issue.

Issues

• iss-2610091901043167: the settings form lets the browser refuse a save. It has no novalidate, and its number inputs carry min/max/step. Bug, minor; the remedy is written in.
• iss-2610071803140628: the Discord bridge offers and keeps a channel on a model it cannot load. Captured on 2026-10-07.

Still owed

• The panel spec (spc-2609201007368529) still describes seven tabs. Its information architecture is re-planned to carry Overview.
• A reference mockup for the intent, once the maintainer picks one.
