Export ANTHROPIC_TOOL_TOKEN_MULTIPLIER and DEFAULT_TOOL_TOKEN_MULTIPLIER from common/constants so consumers can compute tool tokens externally. Add toolSchemaTokens to AgentInputs so callers can pass cached values. When provided (> 0), AgentContext.fromConfig() skips the expensive calculateInstructionTokens() call entirely, enabling time-based caching of tool token counts at the application layer.
