The v1.12 hang (openai/codex-action#150) was fixed CLI-side in Codex 0.150.0; the workflow already pins codex-version 0.162.1, so the v1.13 bump is safe and the dependabot ignore rule plus the 'pinned to v1.11' comment are stale.
