feat(labels): estate label tooling + auto-triage for new issues - #96
Conversation
📝 WalkthroughSummary by CodeRabbit
WalkthroughThe change adds a canonical label catalogue and classifier configuration. A jq script classifies issue titles. GitHub Actions synchronise labels and add confident classifications to opened or reopened issues. ChangesIssue labelling automation
Estimated code review effort: 4 (Complex) | ~45 minutes Merge Risk: 🔵 Low · up to The new issue-labeling workflow may modify issues explicitly marked status:do-not-automate, and its write permission is broader than necessary. These are bounded correctness and least-privilege risks, so the PR is mergeable with explicit owner awareness or follow-up. Sequence Diagram(s)sequenceDiagram

Ships the canonical label set and the classifier that labels newly-filed issues. Additive only: it never removes a label, never overrides a human's classification, stays silent when unsure, and never fails an issue. Also adds this repo's two new workflows to .github/workflows/actions.lock as '[]'. That lock is keyed by workflow path and refuses any workflow it does not list -- a startup_failure, which produces no check run and is therefore silent. `gh actions-lock` cannot add these: it records action versions, and both workflows deliberately use no actions. Limit write permission to triage.
Line 43 grants issues: write to every current and future job. Only triage needs this permission. Move both permissions into jobs.triage.permissions to prevent future jobs from inheriting issue-write access.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Honour status:do-not-automate before classification.
status:do-not-automate specifies that bots must not touch the issue. An issue template can apply it before this workflow runs. For a title such as fix: crash, the classifier still returns bug and Line 114 adds it. Exit when HAVE contains this label.
