Fix benchmark status cancellation race

Summary:

• keep benchmark workload cancellation at the reusable-workflow job boundary
• create Benchmark Status outside that boundary for every PR event
• verify both workflow files and reusable job names before publication

Validation:

• npm run build
• workflow YAML parsing
• git diff --check
