Modular implementation of DFR pipeline introduced in #14567. Same keyframe-slot
mechanism, split into blocks so the two stages are two calls of one blockset.
This PR covers the two-stage core only (base pass + spatial detailing). Temporal refine rounds and
the
spatial_upscalings=2epilogue not yet.cc @yiyixuxu
