If docfx fails, it should open an issue to make sure the team is alerted. It should also add a release-blocking test, if one of those issues is open when we attempt to merge
Tested with f289218, win which we introduced intentional breakages to the docfx test. It was able to open an issue in the repo, and trigger the release blocker check
