This pull request updates the version of the google-cloud-spanner-jdbc artifact from 2.35.5-SNAPSHOT to 2.35.6-SNAPSHOT in the pom.xml and reflects the release of version 2.35.5 in the README and versions.txt files. I have no feedback to provide.

spanner-jdbc released in https://github.com/googleapis/java-spanner-jdbc after we migrated the code. This syncs the next version for the next recycle.
