The first 7 commits of #3047, split out on review request there so they can merge independently of the URL build sources feature.
One change against what #3047 said. The otatools build now carries its inferred flag inside
std::optional<OtaTools>instead of threading a bool through the fetch calls, addressing the inline comment onfetch_cvd.cc.#3047 rebases onto this branch once it merges.
