feat(typescript-zod): add prefer-const-values

Description

Add the TypeScript-compatible prefer-const-values option to TypeScript Zod. When enabled, single-value string enums generate z.literal(...) schemas instead of z.enum(...).

Motivation and Context

Single-value enums have a more precise and concise Zod representation. Matching TypeScript’s existing option provides that representation without changing the default generated output.

Previous Behaviour / Output

export const KindSchema = z.enum([
    "only",
]);

New Behaviour / Output

export const KindSchema = z.literal("only");

How Has This Been Tested?

• npm run test:unit -- test/unit/typescript-zod-const-enum.test.ts
• QUICKTEST=true FIXTURE=schema-typescript-zod npm run test:fixtures

The unit test verifies literal output when enabled and unchanged enum output by default. The complete schema fixture suite runs the single-value enum sample with prefer-const-values: true, including its expected failure case.
